Process Description
The City Of Wilmington operates a 55 MGD Potable Water System consisting of raw and finished water components including raw water pumping stations, two large filter plants, several reservoirs and high and low service finished water pumping and storage facilities. Interconnecting these widely separated facilities into a single network for monitoring and control of the City's water system was desired to facilitate control, data collection and automation of required reports for Federal and State regulatory agencies.

Project Description FEC Technologies was initially selected by the City and its Engineer to analyze a "Master Plan" that had been developed for the modernization of the City's water system through an engineering service contract. We made numerous recommendations to allow the specification of the most cost-effective solution for a system-wide SCADA system that would be expandable and flexible for future needs. FEC was subsequently selected to provide hardware, software and integration to begin a three to five year staged implementation of the Master Plan. Tasks included:

  • Detailed site survey and instrumentation analysis
  • Review of project specifications for accuracy of technical content
  • Analysis of lease line and radio alternatives for remote site networking, including a RF survey
  • Review of various HMI suppliers for “best fit” recommendation
  • Document existing PLC panels and provide field modifications
  • Design and provide two new PLC panels
  • Design and provide HMI network
  • Provide on-site assistance and coordination to mechanical contractors
  • Provide on-site testing and commissioning of SCADA system

System Components

  • Five Modicon TSX Compact PLCs (new and or upgraded/expanded)
  • Four Windows NT workstations running Citect HMI software, networked by an ethernet LAN and dialup connections
  • Two custom PLC control panels
  • Modifications to three on-site control panels
  • All PLC network communication hardware
