Process Description
The Towanda Municipal Authority water system draws from two sources. The Eilenberger Spring is 17 miles from Towanda and has a gravity flow rate of 400 to 450GPM. At this site chlorine, sodium hydroxide and corrosion inhibitor are paced with flow. Chloride residual is monitored and recorded. The James Street Wells are located in town and pumps for the two wells are alternated monthly with a flow rate of 300 GPM. The system includes an Equalization Tank, which replaced an open reservoir. The selected Well pump is cycled to maintain tank level during peak use periods while system input from the Spring is constant. Monitoring and control are accomplished with a Personal Computer (PC) HMI at the Authority office.
Project Description
Leased telephone lines are utilized to tie the three connected remote sites to the office. PLCs located at the three sites concentrate and scale data and provide local (site) control. FEC Technologies was selected as a prime contractor and provided the following services:
- System configuration and design
- Design and program National Instruments “Lookout” HMI software
- Coordination of integration with existing equipment
- Design and program the remote PLC sites
- System start-up
- System training
- Ongoing system support

- Three (3) Allen Bradley SLC5/03 PLCs
- Four (4) 2 wire leased line modems
- One (1) PC workstation including a report printer and UPS
- One 40 flowmeter with electronic pickup
- Two (2) electronic pickup retrofits for existing flowmeters
- Instrumentation for chemical flow pacing
